-Figure prices vary all the time and depend on A LOT of variables so I can't answer this question very easily. Your best bet would be to scroll around on places like AmiAmi, Good Smile, or reputable resell sites, and see what fits you the best!

-The best quality figures you can buy without spending $100000000 are going to be prize figures, ones made by POP UP PARADE, and Nendoroids. They offer a good variety of styles while not making you break the bank!! It's also worth checking out resell sites because sometimes a little bump in the box or a missing part you probably don't care about will lower the price by a ton.

-It depends on where you're located, but the Reddit guide I linked above gives the best overview for most people in most locations

-The main reason I advise against buying bootlegs is that they’re usually just not the best value for your money. You can get different official and good-quality prize figures for less than $30USD so there’s really no reason to buy bootlegs. If you’re buying a knock-off of a big fancy scale figure, it will look bad no matter what so you might as well just set your money on fire at that point.

-Please look it up first before asking this. Some of these are very easy to find via a quick online search and many themes have WAY too many examples to link in one reply (ex. sweets, cats, sports, etc.). If you can't find anything, ask away!!
